Economic development is a major factor on the creation of urban settings (maybe the most important one). Jobs, taxes, investment are this that individuals obtain and contribute while residing in metro-areas. Dallas and Houston are the economic powerhouses of Texas, the comprise around 70% of the Texas economy and are pushing for even more investments from company relocation from other parts of the country and even international investors. Texas has a very open economy with pro-business policy that is efficient to get things done.

Houston and Dallas have very attractive incentives for companies to relocate or establish in these cities. Low taxes and efficiency in obtaining construction licensing can benefit the company by getting thing quicker than in other states. California, Illinois, New York are some states that companies are leaving to establish themselves in Texas. The cost of living in Texas is relatively low and has a high living standards. 

Dallas in this case is a vibrant city. Many universities and other technical schools within the metro-area have an important aspect also to impulse companies to open offices in the city. Highly skilled labor force can benefit companies since most people can benefit of education. Toyota, moved from California to northern Dallas (Frisco) which meant that this company will bring millions of dollars in tax revenue to improve more the infrastructure and other projects that the local and state government might need to elevate the living standards of most Texans.

Texas right now is the economic motor of the United States right now which it's economy is growing every year. While many states are being more restrictive in the creation of businesses and heavy regulatory labor laws can be not attractive to businesses to establish themselves there. Houston and Dallas have very busy airports which is good since most people end up in these cities and can experience the place (when they come in a business trip) and see the business world from within the cities. Texas is growing and the state is promoting business friendly policies to increase their living standards of its population and become the largest economic states within the U.S.
